THE EFFECT OF HUMAN RESOURCES COMPETENCE AND ORGANIZATION OF LEARNING TO PERFORMANCE AND ITS IMPACT ON COMPETITIVENESS (Studies in the School of Economic in the Environment of Kopertis VII Area, East Java)

Abstract


Higher Education as one of the instruments of national education is expected to be the center of the
implementation and development of higher education as a scientific community to improve the
quality of life of society, nation and state. Quantitatively there has been a growing amount of PTS
as well as a course encouraging, but the quality is not accompanied by an increase in performance.
This was evident during the last five years, the results of institutional accreditation BAN-PT show
that 40 (Forty) High School of Economics in East Java, only four STIE have already accredited for
institution.
Based on the background, empirical phenomena and research gaps, formulation of the problem
posed in this study is: Does the competence of human resources affect the organization's
performance of STIE?; Does organizational learning influence on organizational performance of
STIE?; Does the competence of human resources through innovation culture influence on
organizational performance of STIE?; Does a learning organization through organizational
competence of STIE affect the organization's performance? Is the organization's performance
affect the competitiveness of STIE?.
Descriptive analysis is used to describe and interpret the characteristics of respondents and each of
the variables used. In this study the characteristics of respondents include: gender, age, education,
job title, length of becoming leader of STIE, as well as the status of colleges, while the description
of the variables include variables of human resource competencies, organizational learning,
organizational competence, culture of innovation, organizational performance and competitiveness
, Inferential statistical analysis was used to test the hypothesis that has been set. Inferential
statistical methods used to analyze the data of this research is Structural Equation Model (SEM)
using Partial Least Square (PLS)
Results of testing the hypothesis can be explained: Competence of human resources has a positive
impact on organizational performance and exhibited significantly STIE. The results of this study
indicate that the first hypothesis (H1) is accepted; Organizational learning has a positive impact on
organizational performance and exhibited significantly STIE. These results indicate that the
second hypothesis (H2) is received; Competence of human resources through a culture of
innovation has a positive impact on organizational performance and exhibited significantly STIE.
These results indicate that the third hypothesis (H3) is received. Learning organization through
organizational competence and exhibited significantly have a positive effect on organizational
performance of STIE. Results of this study indicate that the fourth hypothesis (H4) was rejected.
Organizational performance and exhibited significantly have a positive effect on the
competitiveness of STIE. The results of this study indicate that the fifth hypothesis (H5) is
received.
